Empanelment of Contractors

 


Empanelment: Empanelment restricts the participation of contractors (as per predefined qualification criteria) on the eTendering portal. The type of empanelment may be one of the following based on the implementation:

        I.      Item Type-wise & Item-wise Empanelment

     II.      Portal-wise Empanelment


Tenders released on child portals requiring empanelment, pertaining to certain items that require empanelment or pertaining items belonging to  (listed under) certain item types requiring empanelment necessitates that the interested contractors be empanelled for those child-portals, items or item types respectively at the appropriate contractor class.

            Notes: Unlike Registration, Empanelment is not mandatory. The Empanelment rules will be enforced only when the tender pertain to the aforementioned cases of empanelment.

Empanelment is applicable at the child portal level unlike registration, which is applicable at the parent portal.

Contractors who wish to participate in such tenders will have to empanel themselves on / for that relevant child portal, item or item type at the appropriate contractor class as per the case.


Irrespective of the type, empanelment is applied at the child portal level and it is mandatory that the contractor’s registration be approved before he can place an empanelment request. The empanelment options will be accessible only after the user is logged into the eTendering portal. The empanelment options can be accessed in one of the following ways:

Ř      Click the link ‘Empanelment Status’ on the left menu bar on the ‘Main View Page’

Ř      Click the link ‘Empanel’ on the homepage of any of the child portals (in the logged in state).

The screen will refresh to display the ‘Empanel Status’ page.

            Note: If the registration is not approved the ‘Registration Status’ page will load instead.


Item Type-wise & Item-wise Empanelment

Click the link ‘Item Empanel’ at the page to initiate the empanelment workflow. The Empanelment workflow has the following enclosed tasks:

a.       Item Type-wise Empanelment

b.      Item-wise Empanelment

c.       Empanelment Templates


Task: Item Type-wise Empanelment

The task ‘Item Type-wise Empanelment’ loads automatically. This task has only 1 enclosed action ‘Item Type-wise Empanelment’.

            1.      Click the button ‘Go’ to list the Item Types for which the Empanelment Type has been specified as ‘Item Type-wise Empanelment’.

            2.      Select an option in the ‘Contractor Class’ dropdown menu alongside an ‘Item Type’ in the list and check the checkbox alongside the item type. (Empanelment requests will be saved only for those item-types for which the checkbox is checked.) Repeat this step for each of the item types for which an empanelment request has to be placed.

Note: For every Item Type for which empanelment type is specified as Item Type-wise and for every Item whose enclosing Item Type has empanelment type specified as Item-wise a limiting Contractor Class is specified. This limiting value will decide the cut-off class below which participation of contractors will be restricted. This has to be borne in mind while selecting the ‘Contractor Class’ of empanelment for an item or item type.

3.      Click the button ‘Save’ at the bottom of the list to save the selection.

4.      Click the button ‘Done’ at the top of the page to complete the task ‘Item Type-wise Empanelment’


Task: Item-wise Empanelment

The task ‘Item-wise Empanelment’ loads automatically. This task has only 1 enclosed action ‘Item-wise Empanelment’.

           1.      Click the button ‘Go’ to list the Item Types for which the Empanelment Type has been specified as ‘Item-wise Empanelment’.

2.      Click the Red coloured ‘Tick’ Mark alongside an item type to select it and display the contained items.

3.      Select an option in the ‘Contractor Class’ dropdown menu alongside an ‘Item’ in the list. Repeat this step for each of the items enclosed in the selected item type.

4.      Click the button ‘Save’ at the bottom of the list to save the selection.

5.      Click the button ‘Item Type List’ to return to the list of Item Types for which the Empanelment Type has been specified as ‘Item-wise Empanelment’.

6.      Repeat steps 2 through 5 to select and specify the empanelment information for as many items in the item types in the list.

           7.      Click the button ‘Done’ at the top of the page to complete the task ‘Item-wise Empanelment’


Task: Empanelment Templates

The task ‘Empanelment Templates’ loads automatically. This task has only 1 enclosed action ‘Upload Empanelment Docs’.

           1.      Click the button ‘Go’ to list the templates that has to be filled as part of the empanelment process. The screen refreshes and displays the list of templates that may be edited by entering information / uploading supporting documents.

2.      Click the red coloured ‘Tick’ mark along side a template to load it.

3.      Enter the information / upload the document that is requested and click the button ‘Save’ at the bottom of the template.

Note: Refer to the section – ‘Handling Templates & Entities’ for details on how to enter information into templates.

4.      Repeat steps 2 through 3 for each of the templates.

5.      Click the button ‘Done’ at the top of the page to complete the task ‘Empanelment Templates’.


Submit for Approval:

Select the option ‘Submit for Approval’ in the ‘Choose and Execute’ menu and click the button ‘Done’ to submit the empanelment request. The screen will refresh and the ‘Empanelment Status’ screen will load.

            Note: The screen will now list the empanelment requests and the approval status for the item types and the items empanelled for.


Reworking the Empanelment Request:

Select the option ‘Rework’ in the ‘Choose and Execute’ menu and click the button ‘Done’ to submit to rework the empanelment request. The screen will present a menu where the re-entry points (each corresponding to a task in the empanelment workflow) for rework can be specified. The following are the options available:

a.       Item Type-wise Empanelment

b.      Item-wise Empanelment

c.       Empanelment Templates

Select any of the options and click the button ‘Do’. This will load that task.


 Portal-wise Empanelment of Contractors

Click the link ‘Item Empanel’ at the page to initiate the empanelment workflow. The Empanelment workflow has the following enclosed tasks:

a.                   Portal-wise Empanelment

b.                  Empanelment Templates


Task: Portal-wise Empanelment

The task ‘Portal-wise Empanelment’ loads automatically. This task has only 1 enclosed action ‘Portal-wise Empanelment’.

           1.      Click the button ‘Go’ to list the lost of Child Portals in the installation for which the empanelment type is set as ‘Portal-wise’.

2.      Click the red coloured ‘Tick’ mark along side a portal in the list. The screen refreshes and lists the contractor classes at which levels empanelment is allowed for that portal.

3.      Highlight the most appropriate Contractor Class for empanelment and click the button ‘Save’.

4.      Click the button ‘Portal List’ at the bottom of the page to return to the list of portals.

5.      Repeat steps 2 through 5 for each of the portals to be empanelled for.

6.      Click the button ‘Done’ at the top of the page to complete the task ‘‘Portal-wise Empanelment’.


Task: Empanelment Templates

The task ‘Empanelment Templates’ loads automatically. This task has only 1 enclosed action ‘Upload Empanelment Docs’

           1.      Click the button ‘Go’ to list the templates that has to be filled as part of the empanelment process. The screen refreshes and displays the list of templates that may be edited by entering information / uploading supporting documents. 

2.      Click the red coloured ‘Tick’ mark along side a template to load it.

3.      Enter the information / upload the document that is requested and click the button ‘Save’ at the bottom of the template.

Note: Refer to the section – ‘Handling Templates & Entities’ for details on how to enter information into templates.

4.      Repeat steps 2 through 3 for each of the templates.

5.      Click the button ‘Done’ at the top of the page to complete the task ‘Empanelment Templates’.


Submit for Approval:

Select the option ‘Submit for Approval’ in the ‘Choose and Execute’ menu and click the button ‘Done’ to submit the empanelment request. The screen will refresh and the ‘Empanelment Status’ screen will load.

            Note: The screen will now list the empanelment requests and the approval status for the portals empanelled for.
